Can I get a Form 1040 and Instructions at the Jacksonville, FL IRS Office?
Yes you can. Here are other ways you can get them: https://www.irsofficesearch.org/how-to-get-tax-forms-and-publications-from-the-irs/
Can I pick up old w2’s from this office?
According to the IRS site, you can’t get a copy of an old W-2 from the IRS unless you submitted it with a paper tax return.
Your employer might have copies of your old W-2s which is probably your best bet. You also can get a copy of the W-2 from the SSA: https://faq.ssa.gov/en-us/Topic/article/KA-02501
Finally, you can get a wage and income transcript from the IRS, which should show previous W-2s information. This might be sufficient for filing your tax return. However, this transcript might not include state or local tax information reported by your employer to SSA on Form W-2. https://www.irs.gov/individuals/get-transcript

How can I change my address to get my w2’s
Your W-2 comes from your employer, so you would have to contact your employer.
