Can I go in for a face to face meeting without an appointment?

My federal tax return for 2019 has been rejected by the IRS because “IND-031-04 – The primary taxpayer’s AGI or Self-select PIN from last year does not match IRS records.”
Turbo tax tells me there is a problem with my 2018 tax returns but i do not have a copy of my 2018 returns. I tried to logon to the IRS website and was locked out for an unknown reason.
I would like an appointment for assistance but it appears that appointments are unavailable. Please advise.
